PHNOM PENH, Cambodia, Oct. 22, 2026 — The Royal Government of Cambodia has officially launched the National Strategy on Micro, Small and Medium Enterprise (MSME) Development 2026–2030, aiming to strengthen domestic businesses through improved access to finance, technology, skills, markets and links with larger industries.
Speaking at the launch, the Prime Minister described MSME development as a key factor in strengthening economic resilience, preparing Cambodia for graduation from Least Developed Country (LDC) status and supporting the country’s ambition to become a high-income economy by 2050.
The strategy is built around four pillars: improving the business environment and regulatory framework; strengthening production, service, technology and innovation capacities; enhancing competitiveness in domestic and international markets; and developing supporting infrastructure.
At the invitation of the Ministry of Industry, Science, Technology and Innovation (MISTI), the Cashew Nut Association of Cambodia (CAC) sent two representatives to attend the event.
According to Cambodia’s 2022 Economic Census, the country had 753,670 economic establishments, with more than 99% classified as MSMEs. These enterprises contributed approximately 63% of gross domestic product and accounted for more than 70% of employment, excluding agriculture.
The government’s MSME support ecosystem includes the SME Bank of Cambodia, Agricultural and Rural Development Bank, Credit Guarantee Corporation of Cambodia, Entrepreneurship Development Fund, Khmer Enterprise, Techo Startup Center, Skills Development Fund and National Research Fund.
The government has also established an MSME Coordination Unit and is drafting two sub-decrees covering business lifecycle management and MSME incentives. The measures aim to simplify registration, licensing and compliance, expand digital public services and reduce duplicative administrative procedures.
